Current plans for BEADA/ NTIA funding call for the $$ to be appropriated to all 50 states. Those would then distribute the funds according to how each state envisions broadband infrastructure, and according to how they wish to proceed with implementation while acting within certain guidelines and rules from the Feds.
• Going through individual states might complicate grant projects across state lines, such as the current Dallas Fed plans to work together with El Paso County in TX, and Dona Ana County in NM.
