New Mexico is one of numerous states with huge challenges to provide affordable quality broadband access to the rural areas.  NM’s population is dispersed across one of the largest land areas in the US. Additionally, NM faces extensive areas of poverty, ESL needs, and poor educational outcomes. A court order exists compelling the state legislature to upgrade educational opportunities and infrastructure for students living in those circumstances.

As has been the case, infrastructure improvements are both expensive, and difficult to accomplish, especially outside of concentrated populations. The below article touches on some of the issues involved. Kudos to Gary for the link.
