The Institute for Community Engagement is a group with ambitious goals primarily at the policy level for the Southern New Mexico community. They also are home to the “Bases” initiative in education, which was announced late last year by Steve Fischmann at a Hispanic Ed Initiative meeting.
They might possibly be a partner for PSA in a educational program trial or such.
Pretty impressive group of infividuals, but I did have to chuckle at this:

Humor a balm in Gilead.
I think that is called “boot strapping”… and also sometimes “self promotion”. Both skills needed to survive “on the street”. And part of “engaging one’s community” apparently.
Kind of like getting one’s friend to “like” one’s facebook profile or post, or get a Linked-In endorsement from colleagues. Or the shill in the audience who get’s up and says the new vegetable chopper is really terrific during the info-mercial.
Sometimes a reasonable action…getting a job when you know you can do it might justify stretching some qualifications? During WW2, it was considered honorable to lie about one’s age to get into the service. Then there’s the guy in “Catch Me if You Can”…who apparently was doing things like Doctoring and Lawyering with fake credentials. Convincingly enough too.
Credentials being one of those things we are seemingly always looking to add to our badge collection. As mentioned, a growth industry in education, where the present methods of determining what qualifications are… is disrupted…and only going to get more so.
