Not sure how this works during a time of LFH, but presumably some way to deal with the pandemic will be worked out. It notes that the program serves students during “out of school hours”…which perhaps is “off site” or maybe Community Schools can get together with community learning centers. In days of yore, a learning center was a school building. Less so today.
